Sažetak:

The subject of this paper is use of Technological-Organisational-External (TOE) framework during implementation of the Croatian national Port Community System between 2018. and 2022.

Main research hypothesis is that TOE framework is a suitable, yet generally unrecognized abstract model for project risk mitigation during development of complex maritime cargo single windows systems.

Formal development requirements along with the main stakeholders and their internal systems are identified. Project risk is mapped to the framework’s criteria, its execution and main milestones are identified and discussed, including risk occurrences during project execution, leading to confirmation of the work hypothesis. As a conclusion, improvements to the methodology are proposed, along with possibilities of the future research.

In this paper, the authors identify the existence of container imbalance that occurs in different types of ports, depending on the type of inbound and outbound cargo they serve. The authors further analyze international trade realities and maritime companies’ requirements and identified inefficiencies. A comprehensive review of the relevant container regulations and identification standards is performed. Based on their findings, a paradigm change is proposed in the form of a modular container solution that uses disruptive digital technologies to ensure dynamic container identification (numbering) that can be exploited to overcome such inefficiencies. The technical requirements for coupling and decoupling operations are identified, along with detailed analysis of the requirements for embedded electronic components. Considering the strict container data exchange rules, the required changes in global container tracking systems are identified and explained. Coupling, decoupling, and serial number assignment procedures are proposed along with analysis of the measured lead times. Modularization and dynamic smart numbering are identified as viable disruptive technologies to address the global container imbalance. The authors contribute to the existing research on maritime transport sustainability by proposing a modular container solution, exploiting disruptive digital technologies, and clearly defining the prerequisites for the global introduction of the solution as a part of the digital transformation portfolio of involved stakeholders managing global container movements.

In this research, the authors aimed to investigate the factors affecting the competitiveness of container seaports and apply the research results to the case study of the Port of Rijeka. The previous related research on the topic of the Port of Rijeka is valuable, however, the seaport competitiveness factors were not elaborated in detail, which also represents a research gap. As a first step, the authors identified the competitiveness factors influencing container seaports, using the literature review method. Further, the authors conducted the case study of the Port of Rijeka, using the following identified competitiveness factors: the port’s geographical location, feeder connection, and maritime connectivity, infrastructure and superstructure of the container terminal, berth length, depth of the port and port area characteristics, road and railway infrastructure, port reputation, costs, customs procedure efficiency, and ICT systems. Finally, the authors propose measures to improve the competitiveness of the Port of Rijeka. The presented case study could be used as a reference point for similar container seaports, which are aware of their limited resources, but need to increase their efficiency and competitiveness.

Abstract – The aim of this paper is to research and describe the use of modular shipping containers to address the global issue of container imbalance. Empty containers remain in different locations in respect to the goods they need to transport, mainly due to trade imbalance. Considering that ports and shipping lines must optimize procedures and equipment to avoid such inefficiencies and bottlenecks without compromising their security standards, within this paper the digital technologies are identified, and procedures which need to be adapted are proposed for management of horizontally coupled or decoupled modular 20` shipping containers. Proposed methodology can be implemented contributing to the restoring of container balance. Electronic Transportation Management System Development in the Port of Rijeka

Sažetak:

When transportation systems are inadequately managed, increased costs or missed opportunities may arise. Developed seaports should aim to implement the platforms that allow smooth electronic data exchange, such as electronic Transportation Management Systems. One of the disadvantages of the existing electronic Transportation Management Systems in the Port of Rijeka is the inability of remote user access. This can be partially remedied in several ways (VPN connections, etc.), but the idea was to allow users to both work from remote locations and to use mobile devices. As a part of the research, an improved Transportation Management System in the port of Rijeka was suggested, with the ability to work from remote locations and with the support for mobile devices, available to users through the desktop using cloud delivery. Such electronic Transportation Management System should enable users to optimize their business processes by connecting various seaport stakeholders, providing tangible sustainability benefits (mainly ecological and economic). Efficient communication between all the participants in the cargo chain will reduce the negative effects of cargo traffic on the environment, suchas idle time and traffic jams. The optimization of transport routes and the simplification of the entire transport process will have a long-term impact on the operations in the Port of Rijeka. Besides the positive effects on companies, it will also benefit the employees and the local community.

Na MIPRO 2020 konferenciji koja se održava od 30.09.-02.10.2020., bit će predstavljena dva rada koautora Saše Aksentijevića.

U prvom radu, “Optimization of cargo container loading on railway wagons”, autori prezentiraju rezultate istraživanja koji su rezultirali izradom Web aplikacije za optimizaciju krcanja kontejnera na teretne vagone koja je smještena na adresi www.prailway.host u okviru Interreg TalkNet projekta.

U drugom radu, “Port Community System feasibility analysis – Case study Split”, autori se bave analizom izvedivosti PCS sustava u luci Split, kao nastavkom aktivnosti na izgradnji nacionalnog PCS sustava, s početkom u luci Rijeka i s očekivanim dovršetkom do kraja 2021. godine.

Abstract – The aim of this paper is to research the optimization of loading cargo containers on railway wagons during the formation of railway compositions, by matching technical limitations of the wagons, as required by the wagon engineering discipline (“wagon loading schema” – includes cargo position, weight, and axle load, among other parameters), limitations of the railway (maximum speed, railway class, axle load, cargo height etc.), as identified by the “State of the railway network” document issued by the Railway Infrastructure Manager HŽ Infrastruktura Ltd., and the commercial bill of lading. As a part of the research, a mobile Web application has been created and tested with the key pilot stakeholder, confirming the initial hypothesis that the optimization methodology can successfully be used in optimization of cargo container loading and placement on railway wagons, increasing efficiency and decreasing cost and harmful emissions.

Port Community System feasibility analysis – Case study Split

Abstract – In order to increase the competitiveness of Croatian seaports, seaport cluster stakeholders should strive to digitalize and optimize their business processes. A significant part of such digitalization and optimization is constituted by the implementation of a Port Community System. In this paper, the authors will define the theoretical framework of Port Community Systems, and will determine the basic economic indicators and benefits of investing in the implementation of the Port Community System. Potential costs of project development and the costs of maintaining the system within the forecasted period of use will be determined. The potential savings from the digitalization of business processes related to cargo processing will be determined, based on the Port of Split case study. Digitalization of Croatian seaports will create the potential for increasing seaport competitiveness and traffic volumes. Since self-financing of such projects is extremely demanding for individual seaports, Port Community System implementation should be achieved by synergistic efforts of the national and regional authorities, seaports and other involved stakeholders, and by using available EU funding.

Za hrvatskog partnera Lučka uprava Rijeka, Aksentijević vještačenje i savjetovanje d.o.o. provelo je pilot projekt i izradilo Web aplikaciju “PRAilway” za optimizaciju krcanja kontejnera na teretne vagone.
